Subject : The Social Life of Information

Dear MTIDers,

Hi everybody!

I'd like to congratulate Amit C. & his team for their diplomatic
and instructive methods in leading the MTIndia community
towards fulfillment of its mission statement.

I was just interacting with a few MT Consultants and vendors -
dictation rental services and so called TASPs, and hearing their
complaints about the reluctance of people to subscribe to their
service.

I can recommend a new book that has bearing on this subject. It's
called "The Social Life of Information," by computer scientist John
Seely Brown (Xerox PARC) and social scientist Paul Duguid (UC
Berkeley).

Brown and Duguid contend that many of our expectations about
communication in the Information Age are based on confusing two
terms -- "information" and "knowledge." We are frustrated when
people do not take our words at face value because we easily forget
the judgment they use in evaluating what we say.

If you give a shopping list for groceries to someone, they will
come back from the store with different items than you would have
picked out yourself. For example, no matter how detailed your
description, they won't choose the same bunch of bananas you would.
So the shopping list is "information," but the judgment used to
make purchase decisions is "knowledge."

I suspect that these Consultant's / Vendor's expectations of
people's behavior, given their information, ran up against a
similar obstacle. Prospective subscribers used their own judgment
based on knowledge gained through previous experience of the Net.

Brown and Duguid point out that knowledge is socially created (this
is the central theme of the book). This list is a perfect example
of how that happens. Ideas are kicked around, problems presented,
questions asked, solutions and answers offered, and in the exchange
we not only learn about e-business, we learn how to think, feel,
talk like, and behave as people in a global economy.

We remain individuals, but we also become what the authors call "a
community of practice." Together, we know more than what's
available in an MT business market survey report. What we know is
current and tested by multiple points of view. You only have to
think about where each of us would be if we were figuring this all
out on our own by trial and error.

That one's easy Ms. Chhabra. When an MD in my organization calls
in a STAT report, we transcribe it immediately and it's back to his
office within 10 minutes. He doesn't have to call and let me know
it's on the system either. I can see it while it's being dictated
and it's pooled to go to the next available transcriptionist. I
believe that one perception that India has about the time
difference between our countries is in error. My company's health care
providers get their work the same business day in that their work is all
transcribed, priority or not, within an hour of dictation and
returned to them immediately.<<

I agree with Cindy when she says STAT reports can be transcribes
immediately in US and within the same day. I appreciate that she
does not disagree with my statement that MT companies outside US
have no disadvantage vis a vis transcription companies in USA so
far as connectivity and response time is concerned. Stat Jobs can
be delivered with equal speed whether in US or outside US. Receiving
STAT Jobs via toll free lines is a viable alternative for the
Indian MT Industry.

As regards the time difference between US and India, I can say that
there are Indian MT companies which work 24 hrs, round the clock.
So, whether it is day time in US or midnight, hospitals and doctors
in US can depend on the Indian MT to deliver an instant job. I am
not sure whether there are MT companies in US which can deliver
an instant job even at midnight.

It would be interesting to know whether there are any such
companies. Perhaps Cindy can give a feedback.

Subject: First Final HIPAA Rule Delayed Yet Again

Hi all!

The Health Insurance Portability and Accountability
Act's final transactions and code sets rule, which
many industry observers expected to be released this
week, will probably be published in the Federal
Register by August 11, says William Braithwaite, M.D.,
senior advisor on health information policy for the
Department of Health and Human Services. A rule is not
final until it is published in the Federal Register; a
final HIPAA rule goes into effect two years after it
has appeared in the Federal Register for a period of
two months. As for other final HIPAA rules,
Braithwaite expects a final employer ID rule to be
published by late summer; a final privacy rule in the
fall; and notices of proposed rule making for the
health plan ID and claims attachments rules "hopefully
by the end of the year." These revised estimated
publication dates are the latest in a long history of
delays regarding the publication of final HIPAA rules.
The original publication deadlines were set for 1998.

Hi MTIDers!

You've examined the Hardware Compatibility List (HCL), and you've
quizzed your software vendors and combed through their Web sites
to help you figure out whether your hardware and your applications
are compatible with Windows 2000.  If you're still not sure whether
all your applications, drivers, and devices will live happily with
Windows 2000, or if you'd like an easy way to start down the
upgrade path, Microsoft has a handy tool for you:

Windows 2000 Readiness Analyzer.

Point your browser to Microsoft's Web site and search for
"readiness analyzer." When you find the tool, download it to your
local hard drive. From there you can copy it to any machine that
you're considering upgrading to Windows 2000 Professional or
Windows 2000 Server. The Windows 2000 Readiness Analyzer
can run on the Windows 9x, Windows NT 3.51, and Windows NT
4.0 platforms. Just put the Chkupgrd.exe file on the system you
want to analyze, and double-click on the file to run it. The
Readiness Analyzer will issue a report, which you can save and
print, detailing known conflicts and suggesting possible solutions
based on tests conducted by Microsoft and independent software
vendors and hardware manufacturers.

Although the Windows 2000 Readiness Analyzer is a handy tool,
you should still contact your hardware and software vendors
directly to determine compatibility before you begin upgrading or
migrating to Windows 2000. In addition, the Windows 2000
Readiness Analyzer will run automatically during Windows 2000
Setup, but the free download from Microsoft's Web site will allow
you to begin determining compatibility before you even purchase
the Windows 2000 operating system.

I'll give solutions to play any wav files. It will work through
your game port but you have to use our software for playing
files.

We will have to modify some settings in your Foot peddles.
